Full
Council (all 59 Councillors) is responsible for approving and
adopting all policies. It normally meets up to five times a
year including the annual meeting. It
sets the council's budget and borrowing limits; it elects the Chair
of the council and appoints the deputy; appoints the Leader of the
Council, Head of Paid Service and Councillors to committees,
excluding the Executive.
