Full Council (all 59 Councillors) is responsible for approving and adopting all policies. It normally meets up to five times a year including the annual meeting. It sets the council's budget and borrowing limits; it elects the Chair of the council and appoints the deputy; appoints the Leader of the Council, Head of Paid Service and Councillors to committees, excluding the Executive.
The full role and functions of the council are set out in the Terms of Reference contained in the Constitution.
The Speaking at Council Meetings page gives details on how members of the public can register to speak and the process that is followed during the meetings.
